The following appeared as part of an article in a magazine devoted to regional life.

The author’s argument is that corporations should look to the city of Helios when seeking new business opportunities, because this city has lower unemployment rate, traditionally provided more share of manufacturing jobs, and attempting to expand by attracting investment in research and development. This argument is flawed with several fallacies and invalid assumptions.
While it possible that recently, the Helio’s unemployment rate was lower than the regional average so corporation should look to the city for investment, this is not necessarily true; there may be other factors that affect unemployment and corporation to consider while investing. For instance, in recent recession, the unemployment rate was low because of city’s low local population base and high number of outside professionals who are living in city for earnings. Further, city’s low unemployment rate in recent recession is due to new industries that have recently established their manufacturing units in the city and have been offering skilled trainings to local population for jobs in exchange of their acquired land. So, the low unemployment rate must not be the only reason for the investment.
Moreover, the author assumed that this city has traditionally provided more than its share of the region’ manufacturing jobs, so this trend will continue. However, the author has not given any evidences to support this assumption that the trend will continue. There may be possibility that the resources: infrastructure, land or skilled population are already utilised at its maximum output level. Thus, there is little scope to further increase manufacturing output or region’ share. In this situation, the investment by corporations in the city will be profitable venture because of non-availability of essential business resources in city.
Finally, the city is attempting to expand its economic base especially by investments only in research and development of innovation technologies. Whereas, corporations considering investments in city are more interested in production units or warehouses than in research and development. So, these opportunities offered by Helios are not fit for all corporations.
To conclude, author can make this argument logically sound by considering other additional factors that affect investment of corporations. These factors are to consider reasons behind present unemployment rates, current availability of business resources in city, and opportunities beyond only investment in research and development sector.
