i did manage to get the score above 700 after two attemps

480 q33 v20 may 2006
700 q49 v35 sept 2006

i am not planning to take it again but to concentrate on the application
my question is that second around a lot competitive compare to the first?

and i did get all my education from US kingder to University.. yet i am not an US passport holder only the greencard..
am i still require to take the Toefl test?
the school i want to go waives the Toefl if you hold a degree from US speaking country which i do but would it be better to take the Toefl?
what do you guys reg. ?
