Hey there good sir,
Well your profile has a lot of potential. I don't get 100% exactly what it is you are currently doing, or whether you have leadership in this position, but state government jobs can be excellent ones. Right now, the biggest challenge of your profile is your GRE, and a LOT will depend on your ability to score a good GMAT. With an excellent GMAT (700+) a LOT of doors will be open to you, and the farther you get away from this score the less strong options you will have. That's not to say that there aren't fantastic options if you were to get a 640, but just to show you where you can get to, if you can get a very high score. So that should really be your number one priority,
