In the given statement the author suggests that in order to save the environment the best way is to impose penalties in the form of imprisonment,fines or other punishments-especially on those people who are most responsible for damaging it.
I agree with the author that inoder to preserve the environment there must be penalties on those who destroy it.It is human nature that unless restrictions are imposed on it, a human will never adhere to rules.Consider an example where people just cross roads on red signals without bothering that there can be a fatal accident due to their carelessness.When fines are imposed on red light crossing people are more cautious and hence accidents can be prevented.
In the same way by imposing heavy fines we can preserve our environment.In developing countries where there are hardly any fines on damaging the environment people take their freedom for granted.They spit and urinate in public places,also they would just write on walls of precious monuments and cut trees.
If the government is strict with such people who are just not bothered about the environment,these people will be more careful before breaking the rules.Also fines should not be nominal they should be good enough to make people realize that they did a serious mistake.
For example in Europe especially countries like Switzerland and Scandinavian countries if you are caught spitting or damaging the environment there can be a huge fine which might be someones one month salary.For this reason people are very careful in these countries ,and naturally they have developed a sense of not harming the environment.Whereas in developing countries ,people are not bothered about the environment as there are hardly and fines or penalties or even if they are they are just nominal.Also because of high corruption in these countries people can just get away with such fines.Also there is hardly any infrastructure in these countires to implement rules.
Those who disagree with the author might rasie the point that its the responsiblity of the government to take care of the environment.But if people are hell bent on damaging it what can goverment do about it.If goverment can build parks, it is our responsiblity to preserve them by not destroying them.For this reason fines and penalties are very important to be imposed on people.
There rules should not only imply to people but also to industries who do not take proper energy efficient measures just because they cost too much and might reduce the company's profitability.By implying proper rules and regulation we can not only save the environment but change habits of people who will not take their freedom for granted.
In conclusion I would completely agree with the author that the best way to preserve the environment is to impose serious fines and penalties on those who damage the environment.
