The claim that the second paragraph substantiates is in the last sentence of the first paragraph. "the organizational structure,....."human relations" school of management". This means that TQM is structured by the relations between the people in the company, consumers, etc. and is rooted on people doing things for other people as a whole. Quality at the source, in other words, instead of just random checking and hoping you get the defects out. This is most definitely qualified by the information in the second paragraph. I guess you got caught on the first sentence, but the principle that it could be used in conjunction with other management systems "ones using rational and human relations schools of thought" was not really laid out clearly, and the second paragraph doesn't really discuss an exception. I guess since the answer is already there it is a little easier, but those are my thoughts anyhow.
