I would go with A. Expanding landholding is no where mentioned in the passage.

On a general note, i cudnot have spotted A as the correct answer..

I went into specifics and realized that A is the answer that was never mentioned anywhere..

IMO D should be the answer.. read the last sentence of the passage very carefully.. it says that using the Lein law the workers escape the dependence.. so i think D should be the answer. and about the other options some are mentioned in the passage and some may be true depending on the passage given but D is definitely not true....
