Plz evaluate profile

Hi,
I am post graduate doctor from India. I have done post graduation in ENT. I have done my undergraduation and postgraduation from one of the top schools in India.
I have given GMAT thrice but I could not raise my score beyond 600(48,25, 4.5). I always used to score more than 650 in my practice tests. My verbal score was never below 30 in pratice tests. I strongly feel that my verbal score is not true indicator of my verbal skills.
My toefl score is 105/120. I am from competitive Indian pool and my GMAT score is way below than required score in most of B schools.
In Indian, medical schools do not have GPA system. But I can say that during my undergraduation I was in top 15% of students and during my post graduation, I was in top 5% of students.
I have 6 years of work experience. Prior to post graduation, I worked in private medical institute for one year. I worked in clinical as well as administrative part of department and hospital during my three years of postgraduation. Currently, I am working in a Government insurance hospital, which is 400 beded hospital. It provides services to thousands of government and private company workers. I work as a senior registrar in ENT department (this post is second highest post in department) . My work is related to medical insurance of patients.
I have also worked in camps in tribal areas. I am currently associated with an association called 'Doctors for you', which primarily arranges blood donation camps all over India and provides services in emergencies.
After working in private and government healthsector, I realized that I need to learn about planning and strategy in general, which I can use in helthcare sector . In India healthcare industry and infrastructure is quite disorganised and there is a lot of scope to excel in this industry. I want to work in companies like GE healthcare, Philips, Johanson and Johnson, IBM so that I can gain experience, which I can use to start some project in future.
My major concern is my low GMAT score.I know that schools look for diverse back ground of candidate. But, my GMAT score is so low (especially verbal) that schools will not shortlist me for further application.
I searched various schools on internet. I focused on schools, which have healhthcare programs. Also I searched schools which have recruiters related to healthcare industry. But my primary criteria for shortlisting was GMAT score ( schools, which accept scores starting from 550)

Please evaluate my profile and guide me regarding how should I proceed. Please suggest any schools, which you think good for me. Is there any way I can compensate my low verbal score.
