after the words "Politicians and philosophers" and then a comma we need something that describes this ppl. so, B,D and E are out since politicians and philosophers can not be the forms of government and public discourse, A is also out. so, the answer is C

i find c also confusing. Since the phrase in the comma can be excluded and still though the sentence must be correct. but if we remove the phrase in betn comma i.e. "Politicans and philosophers laying the groundwork for much of modern society" does not make the sentence correct. So is this option correct??
plz explain

Politicans and philosophers is a modifier modifying the noun the ancient Greeks.

C is only correct answer...because politicians and philosophers should be followed by their modifier, so after comma ist's better to state "ancient Greeks and so on
