A is the best choice The politician's stand is that the economy is growing (progressive tense suggests the politician believes this growth is already taking place now). He makes his stand based on the fact some companies are findings ways to retain their employees. Choice (A) however says that companies making prudent preparations for a possible developement does not provide an indiciator that this development is already taking place. It debunks the politician's argument.
(A) Can't make this judegement. We only know left handed people suffer worse from certain allergies (only certain, not all)
