First split is that the '15 percent' refers to a quantum of a singular and collective noun 'population' and so 15 percent can’t be expressed by ‘as many as’. It has to be ‘as much as.’ Eliminate A, D and E. In B, ‘causing the result’ is redundant and awkward.

15 percent requires as much as.
And Causing the result is awkward.
Similar description is required. as resulting and elimination both are noun.

it's clear that population is non-countable , so we need much but,
were it 15 percent of people would you use much or many ?

Yup its C alright. I thought that we should probably use 'as much as' for a quantifier word such as population. My bad... I wrongly answered E. Thanks everyone!
