in above question "a current climb in the cost of court reporting " is suggesting that something is happening or happened in present tense and thus its effect must be that point onward in continuous tense. has "present perfect" suggests that action completed just before present tense and thus attorneys can not raise rates before the current climb or before present tense.

The answer seems to be 'D'. 'Is forcing' parallel with 'Raises' in clause 1. This is a GMAT Prep question and they cant be wrong.

Hello. I am confused between A and D. Can you please help with which verb tense should be used here?

To be honest, I don't think there's a very good reason why (D) is better than (A). I can tell you what the question-writer was thinking: "a current climb" suggests present tense ("is forcing"), so that's why the writer thought that (D) would be right. But I don't think that the present perfect ("has forced") in (A) is wrong either, since that tense describes an action that started in the past and continues into the present.

My usual disclaimer: the GMAT spends somewhere in the neighborhood of $1500-$3000 developing each official question, and even the awesome people who write the GMAT Club tests can't compete. So please don't worry about this one too much -- like many non-official questions, it has a flaw or two.

It has to be either option D or option E, as they are the only ones that maintain parallelism in the tenses. E is incorrect, as it changes the meaning of the sentence from the attorneys being forced to raise their rates, to the attorney forcefully raising their rates.

I went with D because of parallelism.
But does anyone know how to refute option A ?
Is there any official question on the similar lines to clarify further ?

I'm not an expert at this particular topic but ill take a hit, for me the main reason was parallelism which made me choose d.
