Why can't it be reverse? The first sentence is an intermediate conclusion, which in turn supports the last sentence, the point of the argument.

The 1st conclusion (1st sentence) is more generalized than the 2nd conclusion(last sentence). The last sentence is specifically comparing short term benefits vs long term disappointment. Hence 1st conclusion must be final conclusion and 2nd conclusion must be the intermediate conclusion.

Lets try to read them together:

Case1: Drug addiction/ abuse control programs that guarantee results mislead their customers. Hence we conclude that while the programs give results for a short period, customers will be disappointed in the long term.

Case2: While the programs give results for a short period, customers will be disappointed in the long term. Hence we conclude that Drug addiction/ abuse control programs that guarantee results mislead their customers.

Case 2 sounds more clearer than case 1. So, 1st sentence (1st boldface) is the final conclusion, and last sentence is the intermediate conclusion that supports the final conclusion. Also the 2nd last sentence (2nd boldface) is the premise to the last sentence, and hence supports it. So we have:

2nd boldface -> supports intermediate conclusion -> which in turn supports the final conclusion (1st boldface). So B is the perfect option!!
