Hi saraafifiahmed,

This question is poorly-worded, but here is the "intent" of it:

135 people will give birth over the course of a full year. The greatest number give birth in June. What is the LEAST number that could occur in June?

This is a "limit" question. To minimize one value, we'll have to maximize all of the OTHERS. Since the answer choices ARE numbers, we can use them to our advantage.

I'll start with Answer A, since it's the easiest to show as an example.

IF....
June had 10 births....
then each of the other 11 months COULD have had up to 9 births each....
10 + (11)(9) = up to 109 births
This number is TOO SMALL though (because we're supposed to have 135 births).

We need a bigger number for June....

IF....
June had 12 births....
then each of the other 11 months COULD have had up to 11 births each....
12 + (11)(11) = up to 133 births
This number is also TOO SMALL (it's CLOSE though).

IF....
June had 13 births....
then each of the other 11 months COULD have had up to 12 births each....
13 + (11)(12) = up to 145 births
This number COULD account for the 135 births the question described. That makes 13 the MINIMUM number that would have to occur in June.

Final Answer:
