You are not penalized for not attending the team exercise. It is only used as an additional material that may or may not help improve your profile.
I am an international student but did not attend the team exercise. Still got in regardless.

Is this an opportunity to detail extracurricular activities that couldn't fit elsewhere in the application?

That pretty much fits the bill. I, myself, used that section to address gaps in my application. It was brought up by my interviewer before which was a good way to differentiate yourself.
