Yes, I would suggest you to retake. It is always good to have a score which is at least equal to the class average. Then it doesn't raise any red flags. The more, the merrier.
As for the Quant section, I suggest you to go through the complete curriculum of a test prep provider. Since you already have the
MGMAT set, go ahead and work through it from first page to last page. Ensure that you understand everything. Take some outside help if required.

Your verbal is decent. In addition, a Quant score of 38 - 39 should take you there. Work on your basics - the 10 point improvement will come. You have an IR 7 - that's commendable! It certainly shows capability. Now it is only a question of putting in some hard work.
