Basically it is asking for the length of minor arc PQ.
Please ignore marked answer. What is the underlying concept here?

using properties of triangles and parallel lines.
if C is the center of the circle, then CPQ = PQC = 70;
the angle subtending the arc is 40; so the length of the arc is 40/360 * 2 * pi * 9
