I was curious if likening is a word. So I googled and found that "liken" means "point out the resemblance of someone or something to". Likening is gerund of liken

Pragmatists (subject) believe (verb) that (relative pronoun) adding words (gerund phrase used as subject/noun) to the dictionary (prepositional phrase) because (subordinating conjunction) of (prepostion) popular usage (subject of dependent clause) is (verb of dependent clause) a normal part of the evolution of a language (direct object); but (coordinating conjunction) purists (subject of new main/independent clause) argue (verb) that (relative pronoun) this practice (demonstrative pronoun referring to antecedent of - adding words to the dictionary ....) [u] leads (verb) to a "dumbing down" of the language (direct object) , ....

Answer E
- In (A), the pronoun "which" structurally appears to refer to the antecedent "dumbing down" or "language". It should instead refer to the antecedent "this practice". So choice (A) is incorrect, as well as (B) and (C) which contain the same problem. Also, the thing that is being likened is "this practice" (of "adding words to the dictionary because of popular usage"). Therefore, the thing that it is being likened to must be in parallel form to "adding words to the dictionary because of popular usage".

(A) and (E) are the only choices that accomplish this parallelism; they do so by using "making particular crimes legal just because people are committing those crimes". (E) also fixes the pronoun/antecedent problem by using "it" which clearly refers to the antecedent "this practice". Therefore, (E) is the correct answer.

(D) fixes the pronoun problem but introduces the parallelism problem by using "just because people are committing particular crimes, making those crimes legal" which is not parallel to "adding words to the dictionary because of popular usage". Note that (B) and (C) also introduce similar parallelism problems.
