I'd suggest that you look into this yourself for the schools you are looking to apply to. As you said, it will vary from school to school.
That being said, I'll tell you my experience and preliminary understanding about scholarships at Business school.
Each school offers a varying amount of scholarship aid to there students and how they distribute this aid will depend on members of the financial aid/scholarship team which many times also includes members of the admissions committee. Each school has different criteria or bases on which they award scholarships. For instance, I believe Harvard and Stanford state that they only issue scholarships on a need-basis, while most other schools offer scholarships on a merit-basis. Merit being that the more "desirable" of a applicant you are, the more likely and perhaps the more money they may offer you to come to their school. Those you'd have to seek out for yourself, but sometimes the schools will help you identify ones where you fit the specific applicant criteria. For many of those, you would have to apply after being accepted.
