I am an international applicant. I have been living in Europe for the past 6 years and working as a technical consultant for a financial software company. I have been all over Europe, NY, Russia, Gulf, Middle East and India (part of my job assignments)
My profile is as follows
GMAT: 680 (taken in 2008)
Current position: Stream lead for integration part
ME in Computer Eng avg 90/100
BE in Computer Eng GPA 3.56/4 (Magnum Cum Laude)
both degrees in my native country from a reputable university (Lebanon)
Work Ex: 3 years as a software developer, 6 years as a technical consultant.
Extra currics (scouting, sports) with leadership positions
I am considering applying to INSEAD and was wondering about my chances that my GMAT < 700. How can I push my profile further, if any?
What about my chances at SBS or IMD?

Plenty of applicants get in with less than a 700. Since you're from an under-represented location (Lebanon), that improves your chances of being one of them. The international nature of your work certainly makes INSEAD sound like a good fit, but the biggest challenge you're going to face is proving that your work has required interpersonal and leadership skills and not just technical skills. That's where your focus need to lie in your essays.
To "push your profile," I would recommend seeking strategic leadership roles in your work that require you to lead new ideas and change within your organization. Also, be sure that your extracurriculars are current and not references to activities from years ago.
