Thanks for the post all that juicy information! Super helpful! The short of it is the school list you're looking at is a good one. UCLA, Tepper, Emory, and UNC are your stretch schools. A 710 lets you play there but might not be enough to close the deal. As you go lower into the USC and Maryland range, you're definitely in play for some money!
That said, I wanted to talk about your IR score. At a reach school, it could sink your application IF you don't address it elsewhere in your application. I'd PREFER that you retake the test - when we tell people the IR doesn't matter yet, it's when they score a 3 or 4 or 5. Not a 1. That's...a red flag. If a retake is out of the question, make sure the themes and skills the IR section tests for are found throughout your application so the adcoms have no questions in their minds left that you are capable and strong in this area and the test might have just tripped you up.
Goals wise, where you're headed makes sense at a high level. I like that you're trying to stay in Technology - so many people are trying to get OUT that staying in actually sets you apart a bit!
So definitely work on that story because schools that consider giving you money will only do so if they really feel like you'll be a perfect fit!
