It is going to be hard to get into INSEAD with a 680 and with your current profile. I am assuming you are about 25 or 26. Believe it or not, you will actually be young for INSEAD. When I consider the plethora of Indian applicants to choose from, INSEAD is probably not within reach with your current stats.
I do like your background as a Marine engineer. However, this background can serve as a double-edged sword. The most important thing for you (besides getting your GMAT score up) is to clearly define your ability to get a job upon graduation. This is done through defining goals that you know the school you are applying to can help you achieve. I imagine that you would move into consulting given your background. However, I recommend that you specifically point out the companies that you plan to pursue. Be specific in what you can bring to these companies, and why they would hire you. You need to recognize that the admissions committee, the career center, and by proxy recruiters need to view you as being above and beyond others, when it comes to getting a job. I cannot stress this enough. (I recently talked to a Career Center director for a top EU program that told me the greatest challenge was getting EU company's to place priority over EU candidates. Navigating the Visa process is costly and time consuming - especially with the economy in Europe.)
The bottom line – retake GMAT and get at least a 720.
