Profile evaluation + do I need an MBA??

Hi there,
Please can you evaluate my profile and help me ascertain whether I need an mba (sorry I'm a bit confused!)
British Indian, M, 27
GMAT - 550 (planning to resit: target 650-680)
Education:
BSc in Maths & Computing in London (Top 10 university) - 2.2 grade
CIMA (management accountancy)
WE:
Total 6 years (2005-date)- roles in IT, Banking (Finance), Banking (Corporate Lending) and Private Banking (Credit) at US, UK and SA banks.
ECs:
Community work at my socio-spiritual centre - organising seminars, taking classes, leading projects, public speaking, fund raising activities, community service activities.
Career goals:
My target role is infrastructure development (preferably on construction side but would side on banking side if necessary).
Target schools:
Michigan, IE, Manchester, Cambridge
Therefore two major questions :
1. Do I really need to do an MBA? i realise this is a very personal question i am asking but I just cannot seem to decide even after reading multiple blogs and getting advice from the world and his wife!
2. Are those schools realistic? my gmat is very poor I know but if I can somehow get it up to the 660-680 mark...?
would appreciate any advice you give...and please be as blunt as necessary in your evaluation
