For schools in the bottom half of the top 16 (UCLA, Yale, Cornell, NYU, Duke, Darden, Michigan, Haas), they're a stretch but you have enough of a shot that they're worth applying. Schools outside the top 16 such as Georgetown, Texas, Tepper, Oxford, Cambridge, etc. are where you have a reasonable shot.
What is more important though is your goals and money -- you're going to have a tough time convincing anyone that you're going to be moving halfway across the world to a new country, then spending upwards of $100K in tuition alone plus living expenses (tuition+living expenses all-in will be roughly $150-200K) so that you can go and consult for the government of India (where I doubt you'll be making a lot of money doing so). It just doesn't make financial sense unless you are from an extremely wealthy family.
