If you can get 700 it will help you tremendously, you are the best person to judge whether you can get there. As your GPA is also low, a good GMAT score will definitely help you.
You are in a very strong applicant pool. You need to differentiate yourself. If I were you, I would focus on the application essays and not on GMAT as you have already taken GMAT thrice. Get your story correct. Start writing your essays. Visit schools if possible. It will help you tremendously. It takes a lot of time to get the essays in proper shape. If you can write excellent essays, I am confident it can compensate other areas in your application.
Remove Smeal and Mays from the list. You can do better.
