Hi,

I was hoping for a quick profile evaluation.
670 GMAT (Quant 49, VA 32)

Educational Qualifications - Did Comp Sc Engineering from average Indian College with 70.2% (they do not report GPA separately); I am also a CFA level 3 candidate and completed FRM Part 1

Professional Experience - Worked for one year in Grail research (business research and consulting company); then in another business research company for 1.8 years

Extracurriculur - While I was in College, I was the volunteer coordinator for Delhi region of a global NGO. And had also started and led a social service club in college which conducted various activities. Still volunteer but not regularly
Played guitar for college band, and now learning kickboxing (muay thai)

Since I am deeply passionate about finance, I was looking to apply at HEC Master in International Finance, Oxford (Msc in Financial Economics). How far away is Stern and Columbia for me as a target college. I can finish my CFA and FRM and get 1-2 more years of rigorous finance experience for those colleges

Additionally, which all schools (B-schools good with finance) can I apply to now to safely get a seat. Will I stand a chance at HKUST?

Your GMAT will appear low in your applicant pool and it won't help to have an unmemorable UG degree, which can sometimes be used to offset an average GMAT score. In your case, however, you may have a better shot since you are interested not in MBA but in MS degree. The applications for these programs are much lower in volume and since schools do not rely on the stats from these programs to rise in rank, you are not under as much pressure to turn in top scores or paper qualifications. The rankings under scrutiny are typically the MBA rankings. I would say your professional experience in research would also make you a viable candidate for MS program vs MBA.
