I think Round 3 at Booth or HBS will be tough. Overall, I think you have the makings of an interesting, competitive profile, but you're just going up against some long odds in Round 3, and there will only be so many seats available. Also, you're really going to have to nail down your reasons for wanting an MBA, and why you need it NOW instead of 2-3 years from now. So, that will be a challenge, but that's not the same as saying it's impossible.
In terms of other schools to consider, a few top schools are on the record as really wanting Round 3 applicants, such as UCLA Anderson:

Reapplying after you've been rejected is NOT an impossible task, but, if you reapply, admissions officers will look closely to see what's new vs. the last time you applied. So, in that way, you may make it slightly more challenging for yourself at those schools if you apply now and don't get in. But, being a reapplicant is okay... Just don't plan on applying over and over until you get in!
