1) How practical in my application strategy? Is it too risky?
2) I already registered for GMAT retake? Will 740 change the game plan?

I'm not sure what you mean in your note next to HBS.
Regarding your two questions.
1) Given your demographic and current GMAT, your current strategy is somewhat risky. There are no safeties here, but you certainly have a chance at all.
2) A 740, with a much stronger verbal, would increase your chances and make this approach prudent and reasonable. Obviously I'm assuming good essays, interviews, and recs.
