Given that the R2 deadlines are coming up very fast (i.e. a few days to a week, and you have yet to complete the GMAT), you are basically limited to applying next year, unless you want to roll the dice for R3, where it's going to be a stretch for most applicants like yourself.
In any case, what I would do is focus on getting the GMAT out of the way first.
Then, go and visit some of these schools if you haven't already. It's worth spending the money to go and visit these schools while class is in session, and right now is probably the best time, so that by the time you are applying in the late summer, you would've gotten a good feel for what the b-school environment is like.
With NY, Boston, California - again, go visit the schools. It sounds like you're targeting the top schools, and there's only so many. In NYC, it's Columbia and NYU. In Boston, it's HBS and MIT. In California, you basically have Stanford and Berkeley in the SF Bay Area, and UCLA and USC in Los Angeles.
Also, by visiting the schools and meeting some of the current students, you'll have a much better sense whether you feel you'll be competitive or not.
