First, your lack of extracurriculars will be an issue more for some schools, e.g., Kellogg, than for others. And it’s rarely make-or-break; usually this issue colors the application on the margins. Also, there may be informal ways you’ve contributed to your community; don’t overlook those.
Although your work track record seems outstanding and your GMAT is strong, because you are in the over-represented Indian IT
category, I would consider Kellogg and Haas to be high reaches, and McCombs to be on the border of on-par and reasonable reach (I wouldn't say it's safe). Foster should be on-par or nearly so.
As for when to apply, if you can get great applications in by R2, it would be great. Otherwise, go for R3 with the understanding that admission is less likely (and you can always reapply without negative consequences as long as you can show growth). If you can't do R2, alternatively wait till next year, but you'll be trending older then, and that brings its own challenges.
