Your test scores obviously go a long way to mitigating your low GPA. First, I suggest writing a succinct, straightforward optional essay for your applications acknowledging the GPA and stating what you basically said in your post – you were not yet mature enough to have the needed sense of direction in school. Now you do. If you take a relevant course somewhere, even online, and earn an A, that would also help demonstrate ability to perform in the academic environment (the high test scores demonstrate ability, whereas the A would demonstrate ability to excel in an actual classroom, even if virtual).
Your
goals represent a bit of a career change – which is fine. But I do suggest taking active steps to learn about this career path and the prospective organizations (including informational interviews), and portraying that activity and what you learn from it in your essays. You want to show yourself as proactive and engaged with this career path, and making an informed decision to pursue it.
That said, your choice of schools looks on-target. These schools are excellent, and they may welcome your high GMAT enough to overlook the low GPA.
