At this point I'd focus on the essays.

Tuck's adcom had mentioned that they do combine Q/V splits from different exams, but not sure if other b-schools do that (at least not on record). Yes a 700 is a little below the incoming averages but you're still within the middle 80% (which is around 690-760 for most top 8 schools at this point). Is it a slight negative? Yes. Is it fatal? No. You've taken it 4 times already, so it's best to just focus on the applications at this point.

Don't retake. You have a 700. You come from PE, which is one of the strongest industries you can come from. You have a 3.7 from a good university. Now it's just time to write some awesome essays.
