Providing adequate public health-care facilities is a crucial task in a county like Travis, where more than 60 percent of household incomes are below the poverty line.

Is the verb 'Are' correct in the underlined portion or should it be 'is'. Please explain

If I remember back to the MGMAT SC book 60 % is a quantity expression which can be singular or plural and in order to tell you look at the of phrase which is the plural household incomeS

so are

"are " is appropriate here as the 60% is quantity and its usage depends upon the context which is plural here(household incomes)
