A. as that which is being emitted annually by all – that which is redundant and being emitted is inelegant.
B. as much annually as is emitted by the – annually can not be separated from emitted; as much annually as is emitted is wrong word order.
C .as much compared to what is annually emitted by all – wrong idiom; a comparison stared with -as- should be completed with- as [/b]-
D. that emitted annually by all – perfect parallelism and crisp language; amount of pollutant [b]emitted annually by vehicles at O’Hare International Airport is matched by that emitted annually by all motor vehicles – This is the right choice
E. that emitted annually compared to the – wrong; comparing emission with motor vehicles.

I would like to know the explanation too, but also would like to give it a try.
Here I'll try to identify & omit wrong choices, let's start from 'A'. 'A' is a wrong choice as it can't be same because of "as much as that which is being" it's Wordy (Brevity issue).
now it can't be 'B' as "as much annually as is" is awkward.

In 'C' it says "as much compared to" which is wordy it could have been "as compared to" no need for much, so it can't be C. Also by inserting "compared to" we r changing the meaning of sentence.
It can' be 'E' as again "compared to the" is changing the original meaning of the sentence. And also "compared to" is used for the comparison between two unlike things to stress the resemblance and 'amount of pollutant' is being used for both of the areas which are "like" things

Now coming to D, first of all it's shorter & succinct one and also "that" is much better that "as much as" because "as much as" is used when 2 things are of equal amount or weight or volume etc. whereas "twice that" means twice of the pollutant emitted annually by vehicles at O'Hare International Airport.
So the Answer is "D" (succinct one) :).

Please! correct me if I am wrong. Any addition or advice would be highly appreciable. I just tried to explain as much as I could, btw I am learning grammar too.

For "B" I wrote following
"as much annually as is" is awkward
actually it's awkward because "as much +adverb as" looks awkward. Isn't it?

Here is a link-> a guy from Gmatpill explaining the use of "That" instead of "which"

There u'll see he explains the usage of "which" and "that" in the sentence when inserting option B out of 5 given choices.
According to him
For
'Stores' --> "which"
but for
'one-third of stores' --> "that"
Similarly for 'twice'--> "that"

Hope it helps :)

But I would like if some expert could explain it as I am not expert ( just trying my best to learn it myself )

A, B and C fail to use 'as much as' correctly with proper comparisons.

E compares that emitted to the vehicles.

A is wrong because

1. Parallel:
The syntax is: X is twice Y <= X and Y must be parallel, if X is noun phrase, Y should be noun phrase too. Let see what X is. X = total amount of pollutant emitted annually by vehicles. This is noun phrase. But Y = that which is being emitted....... This is a clause (has both subject and verb). The parallel structure is not maintained.

2. Grammar:
"that which" is considered unidiomatic in GMAT.

A is wrong because of parallelism issues. 'pollutant emitted' is not parallel to 'being emitted'. Secondly, usage of 'that which' is incorrect and awkward.

B.as much annually as is emitted by the 'annually' should be after 'emitted'
C.as much compared to what is annually emitted y all compared to what is not the right idiom
D.that emitted annually by all correct choice as it compares 'amount' of both elements
E.that emitted annually compared to the 'compared to the motor vehicle' is wrong comparison

GMAT adds unnecessary words in sentences to confuse test takers and waste their time.
The sentence in this question can be reduced to a clean, crisp one line by removing all the crap. See for your self.

Providing initial evidence that airports are a larger source of pollution than they were once believed to be,environmentalists in Chicago report that the total amount of pollutant emitted annually by vehicles at O'hare International Airport "X" is twice as that which is being emitted annually by all motor vehicles in the Chicago metropolitan area. "Y"

Now you can easily come to the correct choice D
The total amount of pollutant emitted annually by vehicles at X is twice that emitted annually by vehicles in Y.

GMATNinja, Could you help to explain this question? It is tricky. Does the correct idiom is "twice as much as"?

Is it to eliminate (B) because of the word "annually" is unnecessary?

Here's what (B) says:

"Annually" isn't just unnecessary here -- it's 100% ridiculously redundant. You can sometimes get away with a little bit of wordiness on the GMAT, but there's no grey area on this one.

A pronoun ideally refers to a noun (or a noun phrase) only. It is not recommended to use a pronoun to refer to a noun along with a noun modifier.

Here the pronoun "that" refers to the noun phrase "the total amount of pollutant " - it would be questionable to use the pronoun to refer to the noun phrase "the total amount of pollutant" + noun modifier "emitted annually" together.

The key is to think about what the word "that" is doing in that phrase. Check out this article or this video, and see if that helps at all.
