WHAT IS THIS NOTATION - I AM TOTALLY LOST - IS THIS HOW IT IS IN THE EXAM.

Even after looking at the soln. I cant figure out what it is.

Whats the deal with ", I am assumingit means - (minus). Explaination is vague, any help.
