IT IS -> refers to VAST CONSTELLATION (a group of islands) ... South Pacific can't be a home to languages... THE GROUP OF ISLANDS can!!!
THEY ARE -> yes, could refer to small islands, but aren't we talking about constellation?

I am with A on this one  as it is referring to the constellation.
B is wrong because "they" can refer to people, and then how can people be home to ......
and also if using "they", then you cannot have has in the clause before the comma
