It must be p^2q^2.

Since p^2q is a multiple of 5, one of p and q must be 5.
So if p=5 the answer will be p^2. But this may not be always true.
So irrespective of whether p=5 or q= 5, p^2q^2 will be a multiple of 25, which is always true.
