I'll try...

1. Public-access cable television was created in the 1970s as a means to derive public benefit from the laying of private television cables on public land.
A) from the laying of private television cables on public land
B) from laying private television cables on the public land
C) by the laying of private television cables on the public's land
D) from private television cables being laid on public land
E) by laying private television cables on land that was public

The idiom is "derive from"

I narrowed it to A and B.....did not understand what is wrong...and hence picked (B). Can someone explain what is the wrong between A and B

I do not know the grammatical reason behind (D) to be correct....just know that between (D) and (E)....D is correct. Would appreciate if someone can explain that.

forgot to mention that "between" is wrong because "2001 to 2004" is not underlined....which means we cannot have "between"....if "between" is used it should be "between 2001 and 2004"..."from X to Y" will work in this case.

The use of the initial modifier is correct. However, the adjective “nationwide” is incorrectly applied to students, when it is meant to apply to the admission process

as far as I get the difference - "the" is used to point out specific phrase as well. In this case we`ve got two options:
laying of private television cables, and
public land

So, in this case the sense of the sentence is to point out the benefits from a particular change, and the change here is the laying of private television cables.
