the correct ididom is benefit from - so C and E are out.

btw A and B.

as far as I get the difference - "the" is used to point out specific phrase as well. In this case we`ve got two options:
laying of private television cables, and
public land

So, in this case the sense of the sentence is to point out the benefits from a particular change, and the change here is the laying of private television cables.
