the correct idiom here is to benefit from, so we are left with A and B. The key here, I guess so, is that the author is thying to emphasize the importance of the first part of the sentence, i.e. the laying of private television cables but not from the fact that it is laid on public land.

The correct idiom is 'benefit from'...that leaves A and B.
B says.....'the public land'....'the' with 'public land' is incorrect....'the' is a definite pronoun and is used to emphasize specificity.....public land means general public land and it is incorrect to say 'the public land'

thanks seekmba ... this is exactly what i wanted the people to see
public land is a noun ... the would be helpful if we wanted to indicate a particular public land
this rule alone makes us choose the right answer :D
