If there is such a need for the citizenry to have a better understanding of international affairs, then all of our new teachers must be prepared to teach their subject matter with an international orientation.

In C, it is assumed that if the citizenry has better understanding of international affairs, then the country WILL remain a leading nation. Whereas in the passage, for a country to remain a leading nation, it is needed for the citizens to understand international affairs. But nowhere does it say that this is the ONLY requirement for the country to be a leading nation.

So, A it is for me.
