Take a look at HBS and The Kennedy School with a joint degree MBA/MPP. Your GPA may not make the HBS cut, but sometimes the joint degree candidates get an advantage if the Kennedy School really wants you. Your experience is a differentiator, so I would say you really don't have to "do" anything else but to get as high a GMAT as you can and write your unique career vision in a way that compels the adcoms to bring you in for an interview.
