I noticed right away that there was a modifier issue in the beginning of the sentence. I glanced through the choices and quickly spotted C, which was the only answer choice that made logical sense. People cannot be published  .

Let me preface my explanation by saying this question is definitely not a 700+, more like a 500-600 level question. The reason is the modification issue at the beginning is transparent: clearly the owner and editor are not published in Soweto. Just like that we can eliminate (A) and (B). (E) contains 'being'. (C) has the proper modification (it was the Chronicle that was published in Soweto). (D) is confusing because it ends with 'publish in Soweto.' While this phrase clearly modifies 'Chronicle', it is tacked on at the end of the sentence. This distance between the noun it is supposed to modify creates confusion.

A and B are wrong: "Published in Soweto" is a description of a magazine C looks fine D: 1) the placement of "who would later make his reputation as a political leader" makes it unclear which guy we are talking about; 2) The Chronicle was owned and edited <.…> and publish E: 1) "being two young journalists" is too wordy 2) wrong structure: "The owner and editor <….> , the Chronicle was published>
There's no dot after "A" in the choice C but that's probably a typo (A William Whitaker)
