Not necessary.

Believe to be is also a correct idiom.

"believed to be fast-spinning neutron stars" --> needs to be followed by "that" because we are talking about "stars" in the next fragment.

Both B and E are contenders

what is the grammatical reason to select (E) over (B)? Can someone please explain this?

'to be' in option A and B is wrong. Correct idiom ' Believed to be' i already mentioned in non-underlined portion.

'it' in choice C and D is wrong as it wrongly refers to plural noun 'pulsars'

E is the correct choice
