Pulsars are generally believed to be fast-spinning neutron stars to be located by the pulsating radio waves it emits.

Choice B wrongly implies that neutron stars will be located by pulsating radio waves sometime in the future. The point in the sentence is they can generally be located. That is why, option E is better over B.

"believes ......" should be followed by "that"

Not necessary.

Believe to be is also a correct idiom.

Still E

"believed to be fast-spinning neutron stars" --> needs to be followed by "that" because we are talking about "stars" in the next fragment.

'to be' in option A and B is wrong. Correct idiom ' Believed to be' i already mentioned in non-underlined portion.

'it' in choice C and D is wrong as it wrongly refers to plural noun 'pulsars'

E is the correct choice
