This question does not state that all the employees of the company contribute to the charity fund but the OA is assuming it.

Bunuel, can you please clarify...

I don't think that's assumed. As in OE: divide employees into three groups:
X contribute less than 4, C<4 (this includes those employees who do not contribute at all);
Y 4<=C<5, at leas 4 but less than 5;
Z 5<=C, at least 5.

Note these groups don't have intersections.
X+Y+Z=100 and given Y+Z=25. Z=?

(1) Y=20 --> Y+Z=20+Z=25 --> Z=5. Sufficient.

(2) X+Y=95 --> X+Y+Z=90+Z=100 --> Z=5. Sufficient.

Answer: D.
