"rising of personal bankrupticies" doesn't sound good, since it is not the bankruptcies themselves that rise.

It just is that there's a rise in personal bankrupticies.

Therefore, I pick (B)

D. Although the bankruptcy reform appears headed for a certain passage in the Congress, the economic omens point to a sharp rise of
E. Despite the bankruptcy reform appearing to head for a certain passage in the Congress, the economic omens point to a sharp rise in

'raise in', 'rising of' and 'rise of' all sound wrong. I count A, C and D out. The 'appearing' in E is awkward.
Left with B which reads just fine.

There is no alterrnation in the sentence hence , D & E are out
in C - While indicates simultaneous activity and is out
in A Just when - is awkward !

B is idomatic - "Even As" and is best !!

Between A and B, I pick B, as 'raise' in A is not correct.

Hey Listen..you guyz are all 700+ material !! (How can guys be material??Darn it...got it wrong again :x )

OA is indeed B. There is no OE but I think the 'raise', incorrectly used in A should have raised hackles....as usual, I missed it...

"appears" and "a sharp rise in " are preferred.

Just when Vs Even as...

I will go for later one...Just when is not very common
