1. |x-3| >=Y

let Y = 0 then we have |X-3|>=0 . X can be 0,1,2,3. hence Insuff

2. |x-3| will always be +ve and we know Y >=0 so |x-3| <= -y will be true only for Y = 0.
we get |x-3| = 0. hence suff

1. x< 8/9. Insuff as we dont know the value of y

taking together we have x<8/9 and y< 1/8.
lets assume x = 63/72 < 64/72 or 8/9 and y = 8/72 < 9/72 or 1/8 so we have
x+y = 63/72 + 8/72 = 71/72 <1 hence suff

now lets assume x = 6399/7200 < 6400/7200 or 8/9 and y= 899/7200 < 900/7200 or 1/8 so we have
x+y = 6399/7200 + 899/7200 = 7298/7200 > 1. hence Insuff

So E
