"Clouds" are formed from "oceans' water " rather than " the Sun's warmth" , so B is out.
" to form" in C and E makes "ocean water" like an object with senses and mind. This is weird, thus eliminate C and E.
" the water in the oceans evaporates" is the effect of the cause " warmed by the Sun", so D seems incorrect with the unfavourable position of "warmed by the sun".
I'm left with A.

A seems correct because the choices are between A and C but "to form clods" is awakward....so left with A.

Darn it! This is a one of those scientific routine phenomenon sentences.
C is also the most concise and describes the sequence in the simple present tense (it repeats day after day...).
