Particle clause is used to decribe a cause-effect relation of two actions or to describe sequential actions.
The use of particle phrase in A and B doesn't fall into any of these two usage. Eliminate A and B.
C maintain the parallelism of " have v-ed .....have v-ed"
C is my choice.

Media is a plural noun, therefore the correct S-V agreement is:

The media have....

'media' is plural here.

this can be ascertained from the non-underlined portion of the sentence.

....but THEY have generally....

here THEY refers to media hence we can say 'media' is to be taken as plural in this sentence

Hope this helps
