D.

for 10 miles in the city the car will require 10/25 = 2/5 gallons
for 40 miles on the highway the car will require 50/40 = 5/4 gallons

Total gas required = 2/5 + 5/4 = 33/20 gallons
Miles = 10 + 50 = 60 miles

Avg. = 60 / (33/20) = ~ 36

This question is really just asking for the average rate. Don't get caught up in the wording.

Avg R: Tot D/ Tot Time.

So

TCity: 2/5
THighway: 5/4
Tot T= 2/5+5/4---> 33/20
Tot D= 60

60/33/20 ---> 1200/33 or around 36.
