I will go with B
Quasars are so distant that their light has taken billions of years to reach the Earth; consequently, we see them as they had been during the formation of the universe.

not really sure about the difference between see and appear and if that is what's being tested here.

Between A and B go with 'A'.

In 'B' had been is used improperly.

All other answer choices are wrong.

Selected A.

Reason being that 'had been' implies that they do not exist any more. Not sure if that understanding is correct, though. The others are not in the running...
